Record Lows, Vanishing Snow, and the Rule We Can’t Afford to Lose

Why protecting roadless forests is essential to preserving the West’s most critical water system

May 5, 2026 – This winter delivered a stark warning: record-low snowpack, earlier melt, and growing uncertainty about how much water the West can rely on. But snowpack doesn’t just depend on weather, it depends on the landscapes it falls on. As pressure mounts to roll back the Roadless Rule, the future of our water supply may hinge on whether we protect the very places that make snowpack work.

What Snowpack Is And How It Works

If you spend winters in the backcountry, you already understand snowpack in a way most people do not. You read its texture and layers, feel it underfoot, and watch it transform across days, weeks, and seasons. But did you know snowpack is one of the most critical water infrastructure systems in the American West?

The key measurement scientists and water managers use is snow-water equivalent, or SWE, which measures the depth of water you would get if you melted a given column of snow in place. What makes mountain snowpack uniquely valuable is the timing of its release. Snow melts slowly, requiring significant energy to convert ice to liquid. At high elevations, that process plays out gradually over months, delivering water in June, July, and August to downstream rivers and drainages, when heat drives water demand to its peak and rain is scarce. Where a rainstorm delivers water immediately,  snowpack holds it and releases it in the months it’s needed most, making snowpack a vital component of our water cycle.

Across the West, seasonal snowpacks store roughly 200 cubic kilometers of freshwater each year, holding more water than all human-built reservoirs combined and supplying around 40 million people (Lawrence Berkeley National Laboratory, 2021). What Snowpack Tells Us and What’s Changing

Decades of SNOTEL data show certain trends: more winter precipitation falling as rain rather than snow in recent decades, peak snowmelt arriving earlier in the season, and bad years that are worse than they used to be. The trend lines matter, but increasingly so does the volatility between them.

The 2025–26 water year is a case in point. A record-warm March drove California’s statewide snowpack to just 18% of its April 1 average, with surveyors finding no measurable snow at key locations. Utah recorded its lowest snowpack on record. The Upper and Lower Colorado River Basins saw both their warmest winter and their lowest snow water equivalent on record (WWA, April 2026). That followed the 2025 water year, when snowpack in some Idaho basins swung from 145% of average in early April to 40% by mid-May (WWA, August 2025). 

This variability creates a compounding problem. The most important streamflow forecasts of the year are issued April 1, and they assume average spring precipitation will follow. When that assumption breaks down in either direction, as it has in recent seasons, forecasts can miss by enormous margins, leaving water managers making consequential decisions with information that no longer reflects conditions on the ground.

Why Roadless Areas Are Part of the Answer

Snowpack does not exist independently of the landscapes it falls on. Intact forests hold snow longer than disturbed ones. Tree canopies reduce the wind and solar radiation that cause sublimation, the direct evaporation of snow before it ever becomes water. Undisturbed forest soils absorb snowmelt gradually, recharging groundwater rather than sending it rushing downstream before reservoirs can capture it. Roads do the opposite: they compact soil, accelerate runoff, fragment canopy, and introduce erosion into the headwater streams that snowmelt feeds.

This is why the Roadless Area Conservation Rule (“Roadless Rule”) matters to anyone who cares about where western water comes from. In place since 2001, the Roadless Rule prohibits new road construction and most logging on nearly 45 million acres of National Forest land, roughly one third of the entire National Forest System (U.S. Forest Service). These inventoried roadless areas tend to sit at middle and high elevations, precisely where snowpack accumulates, covering a significant share of the headwaters that supply drinking water to tens of millions of Americans.

For WWA’s community, the overlap is hard to overstate. The backcountry terrain where we recreate is concentrated in roadless areas, and those same landscapes are the headwaters of the West’s major river systems. Protecting them from road building and logging is part of protecting the watershed function that slow, steady snowmelt depends on.

The Issue At Hand and How You Can Help

In June 2025, the USDA announced its intent to rescind the Roadless Rule entirely. The proposal drew more than 625,000 public comments, the vast majority opposing repeal. A draft environmental impact statement is expected in 2026, with a final decision anticipated by late 2026 (Federal Register, August 2025). The Roadless Area Conservation Act of 2025 (H.R. 3930), currently in Congress, would give the rule permanent legislative protection removing it from the uncertainty of each new administration’s priorities (Congress.gov, 2025).

WWA has been active in this fight, and there is a role for you, too. When the public comment period opens on the draft environmental impact statement (DEIS), submit a comment. Specific, personal testimony from people who know these places, who have skied these slopes, carries weight in the administrative record.
